I have a question. Why must drivers park "heading-in" in all Garden City parking lots?

A cynic would say it's mostly about the money from fines for violations. But perhaps someone else can enlighten us. Please.

Two reasons that come to mind: Angled parking, when the car pulls out it is heading in the correct direction. And most angled lanes are one-way. Almost all of the original GC lots had some type of angled parking. Many have been redesigned, but some have a mix. Not all states require front license plates, the police insist that head-in parking be required.
