Why do convicts have more rights than Garden CIty Students?

Why do convicts, usually adults, who have served time for their misdeeds get the right to "start over with a clean slate" but some Garden City students who have made mistakes do not? There are over 20 students who were barred from attending their special 8th grade boat trip with the rest of their classmates. No one is denying that mistakes have been made by these children, but they completed the punishment phase of the process. Is any adult in the Garden City school system accountable to these students, these parents or the taxpayers. The Administration at all levels refused to "give in" and allow them the special day that they deserve as a completion of the 8th grade. I can't believe that not one person in the entire Garden City School system has never made a mistake in their lives. Keeping a child from a special occasion that can never be repeated, after they have paid the price is a great injustice.
